In the heart of New York City lies a school that was meant to be a permanent fix for the nation's troubled youth. The fighters, the gang-bangers, the dissident children - in short, the delinquents - were all taken to PHS #552 in the hopes of being rehabilitated so they may one day be fit to rejoin society. The school adopted what was known as the Pillar System - the four strongest students taking the helm and enforcing law and order - as its main method of accomplishing this. For a time, it worked. However, it was simply a band-aid over a bullet wound, and like all other attempts the city made to rehabilitate these children, the Pillar System fell apart, and PHS #552 proved to be a failure.

Gang wars ran rampant throughout the area surrounding #552, and these children began to discover they harnessed unique abilities, from summoning lightning from one's own body to vastly increasing their physical capabilities. With these issues only becoming more and more prevalent, a solution had to be reached, only the options were limited. The gang violence needed to be dealt with, but there was no way the government could garner any public support to initiate an extermination. They could, however, utilize isolation, and thus, District #552 was created.

A ten square mile district was cordoned off and surrounded by 500 ft. tall walls to contain the growing problems, effectively serving as the rug under which the city's problems would be swept. A single Private Military Contractor (PMC) created by Luca Walker and Alexei Alkaev (Xei), known as The Apostles, has taken up residence within the district with only one job: eradicate the gangs, and put an end to the gang warfare.

With more violence, that is.

The walls are closing in. No secret remains safe. The Apostles will aim to crush the gangs, and resources are steadily growing scarce. Everyone is trapped within the walls; with more screaming, shouting, fighting, bloodshed and deaths, with everyone desperately fighting for survival.
